What I'd actually grab from Wave 1
Apparel is the bulk of what is live online and the part most likely to clear shelves first. The Pokémon graphic tees are running at the price point Target apparel always runs at — under $20 for adult sizes, and that is the price point nostalgia buyers and scalpers fight over. The Gengar tee in particular is the one I would call right now as the first SKU to flip three figures on eBay if Wave 1 sells through fast.
Beyond the tees, the Funko POP! Charizard (Soft Color) is the obvious flip target — Funko exclusives at Target have a long history of clearing $40-$60 on eBay within a week of being out of stock. The Pokémon Starter Pullover Jacket is the sleeper. It is the kind of piece you would normally see on a small batch drop at Pokémon Center, and at Target apparel pricing it is going to disappear fast.

Food: Pokémon Pop-Tarts and a small line of branded snacks. Genuinely surprised these made it to launch. I sincerely hope they do not become collectibles.
Wave 2 — June 6
Wave 2 lands online and in stores June 6. The previewed items include training caps, Poké-kickballs, and what looks like a restock of some Wave 1 items the leak community has been tracking. Target has not confirmed which Wave 1 SKUs are coming back, but historically these phase-2 drops include a partial restock specifically because the first wave clears out faster than expected. Plan accordingly.

My take
If you genuinely want the merch, buy it now and buy direct from Target. The prices online are fair, the selection is broader than the in-store wave, and the secondary market is going to inflate everything past what it is worth as a collectible inside two weeks.
If you are flipping, you already know the playbook — apparel and Funko first, blind-box and food are the speculative tail. The window where eBay buyers pay launch-week premium is roughly 5-10 days before regular supply finds equilibrium.
Target's 30th anniversary collection is genuinely cool. The frustration is the same one I keep coming back to in this space: the gap between "limited exclusive" and "actually obtainable" is what creates the scalping economy in the first place. Until Target prints enough units to handle launch-day demand, this is what every Pokémon collaboration is going to look like.
